For this reason, where 22nd September was going to be the last day of the match, now 23rd September will be considered as the last day.

As far as the rest day is concerned, with time this rule is not used much but it was commonly used in the 20th century. The last time during the Sri Lanka vs Bangladesh match in 2008 a rest day was implemented in a Test match.
